Shambala Casino became the second major casino to open in Russia’s Primorye gambling zone near Vladivostok. Before the official opening, the operator organised a soft launch in October 2020, allowing journalists and invited guests to see the new entertainment complex and test some of its gaming facilities.
The test opening took place on 2 October 2020, following approximately two years of construction. At that stage, most of the major building work had been completed, although casino management said that equipment testing, staff training, finishing work and improvements to the surrounding territory were still underway.

The initial configuration included the main casino floor, an event space, restaurant areas and a VIP gaming section.

Plans discussed at the time included a new hotel with approximately 270 rooms together with additional resort infrastructure.

Company materials published in 2026 described the project as being close to completion and targeted an opening during autumn 2026.
However, other regional reporting published in September 2026 pointed to an updated resort launch in 2027.
For that reason, the exact completion date should be treated as an evolving project timetable rather than a fixed historical date.
